Even in training in the armed forces these two actions are seperated. The first act is to tear someone down the second act is to build them up. They're not the same. THE IMPORTANCE OF A WORD

Was Paul called to preach to the Gentiles or was he called to preach to everyone? If he was called to preach to everyone, was Paul’s ministry any different than the original 12 apostles? This article will answer these questions.
"At the time this was written there were just as many things to complain about and mourn about and be sorrowful over and agitated about as at
any other time in history."
"During this time of many reasons to be sorrowful God told him to write this down, told him what was important. And that's what we have
written and contained in the book of Ephesians."
"So yes there are still apostles and prophets. 'Revealed unto His holy apostles and prophets.' Why? So they could make it known. Not to
keep to themselves but to make it known, that's what they do."
